No. It's like the other way around...

Affymetrix chips use synthesized 25-base long oligonucleotides as probes,
including perfect match and mis-match probes. A set (16-20 ) of probes are
designated to detect one transcript. So all the probes on the chip stand
for known genes, which is nice for reproducibility and further analysis of
your data, while could be a limitation too: you can only detect the expression
level of the probes they provide.

I haven't worked with the so-called "arrays", but as I know, people
fragmentate the genomic DNA or cDNA (this might involve RT-PCR, not sure)
and print them to glass slides. So you can choose your own gene pool
to hybridize with, like DNA/mRNA of some specific tissue, and there could
be unknown genes too. The hard part is data analysis, which is obvious
by the way it's made. People in my lab are trying to print some libraries
and I might be able to use our own arrays in one month...As soon as they
solve the problem of data analysis. That'll be much cheaper.. hehe, and can
even work as a facility, 创收,呵呵
