you can google these:
Audic/Claverie, TSSG, TSSW
TATA, NNPP
Autogene, PromoterScan, PromoterInspector
i have used some of them to analyze promoter region of
genes, and compare the prediction with data obtained
from mapping experiments.
my impression is that some of them worked pretty
well with TATA containing promoters (and i think their
algorithms should be primarily based upon such character),
though the training process might be somewhat different.
some of them might not be free anymore, or the website
not exist.
