just trying to be of some help, since many people seem to be interested.

these websites explicitly express the requirements and qualifications.
also, check grantsnet.com (require registration, but free) for more fellowship
information. You can find out fellowships that are specific for your area of
interest, and you can also only search for fellowships that do not require
green card.
my experience, you do not need super good publications during phd (of course
it would be a plus if u do have good ones). what you need are: an
original/creative proposal, good recommendation letters (HHMI, NAS members,
deans, chairman, ...), good school (postdoc school has better be one of those
top ones, phd school: the better the merrier).
now these things add up. but in other words, if you r weak in one thing, try
to make it up in the rest of them. eg., if u do not have CNS publications,
write a wonderful proposal, or get very good letters explaining why u r a
brilliant person but did not publish in CNS...
