Everybody can apply if they have a Ph.D. pending or a recent Ph.D., doesn't
matter where did you get it, China or US, top school or a so so school.
But be careful some fellowships require you received your degree in less than
one year (e.g. DDCR, HHWF...) or two years (e.g.LLS fellow). So start early.
Most fellowships won't support you if you stay in the same lab as your Ph.D.
You can apply before or after you graduate, but you need to find a lab to
sponsor you first. Most people I know is find a post-doc lab, apply for
fellowships, then defend and graduate. The difficulty there is you need to
write the proposal before you start knowing your future lab research well.
My opinion is apply and get the fellowship before you relocate to the post-doc
lab. Because many fellowships will pay moving expenses for you, but most boss
won't.
