You could try:
1) execute menu command "Insert->Reference->Caption..."
2) In the resulting dialog-box, Press "New Label..." button,
and fill in "Figure" in the coming field. -> press "OK"
3) Press "Numbering..." button, and in the resulting dialog box,
check "Including chaper number" and select the "Heading" you set
as your chapter text style. -> OK
4) Press OK
5) execute 1)-4) on all of your Figure captions.
If you have set correctly your Chapter style with Heading, this
should work fine.
