There are 3 categories of papers in this journal:

track I is listed as "communicated by XXX", or just like you said 院士推荐;
track II is listed as "edited by XXX", meaning 自己投;
track III as "contributed by XXX", means XXX's own paper.
Here XXX must be a 院士

Each year one particular academy member has right to "communicate" 2 papers and
"contribute" 2 more. As long as your boss is able to convience a member to "
communicate", almost for sure you can get in. No reviewing necessary.

Lots of track II papers were indeed turned down from N/S while still keep high-
impacts. It's believed to be more competitive than the other two categories '
cause it does require peer-review.
